  • In FY10, Hanover County became only the second county in Virginia to receive a U.S. Senate Productivity and Quality Award (SPQA)
  • Hanover County is still the smallest county in the U.S. that has the Aaa/AAA/AAA from Moody’s/S&P/Fitch. 
  • Hanover’s achievement of a AAA bond rating saves us $1.7M annually compared to a locality with the same debt outstanding debt rated at A bond rating.
  • Hanover continues to have the lowest tax rate ($0.81) in the region combined with an overall positive economic environment, which has enabled the County to continue to thrive economically.
  • Our priority services, Education, Public Safety, and Human Services, account for 81.6% of our total growth in a 10 year period (2000-2010)
  • Hanover County leads the region and our neighboring rural counties with the lowest general government administration cost per capita ratio (85.63%), showing we focus our resources on priority services areas.
  • The County’s 2011 fiscal year-end unassigned fund balance is projected to remain at approximately 12.6% of revenues, which is consistent with the 2010 percentage, and meets the current fund balance target, per County Financial Policy.
  • Hanover County presents a balanced Five Year Financial Plan and Five Year Capital Improvements Plan. This process allows for analysis of issues and initiatives to formulate desired service level plans and phase-in funding to attain desired goals over the long term.  Deferred capital improvements to only critical updates.
  • Over the past two year the County and Schools have saved $8.1 million in personnel savings through positions that have been eliminated or vacant and maximizing work hours.

    • Hanover County Public Schools leads Virginia with 68% of expenditures directed to classroom instruction, while still being the 4th lowest cost per pupil provided among divisions with more than 15,000 students.
